Pioneering the circular economy, Xinkuan Technology has achieved mass production of recycled refined steel, supporting the low-carbon upgrade of Changge’s secondary metals industry.

In alignment with Changge City’s plan to foster a “dual‑hundred‑billion‑yuan” industrial cluster in the recycled metals sector, Xinkuan Technology Development Co., Ltd. has established a stable mass‑production line for refined steel from recycled materials. Using locally sourced recycled stainless steel and recycled hot‑rolled strip as feedstock, the company manufactures curtain wall components and photovoltaic‑related parts, processing over 18,000 tons of local recycled metal annually. This enables end-to-end resource recovery—“collection–recycling and remanufacturing–building applications”—and advances the green, low‑carbon transformation of the manufacturing industry.
The Changge Circular Economy Industrial Park processes over 3.2 million tons of scrap metal annually; however, a significant portion of recycled steel suffers from underutilization in downstream processing and low product value-added. Xinkuan Technology has addressed these challenges by optimizing its manufacturing processes, employing physical screening, precision leveling, and intelligent rust‑removal technologies to eliminate surface contaminants and oxide layers. The resulting custom‑shaped refined steel and embedded components meet national standards for structural steel used in construction. Compared with virgin steel products, this approach reduces overall carbon emissions by 28%, substantially lowering the carbon footprint of material procurement for large‑scale construction projects.
The company has established dedicated facilities for the storage and recycling of steel slag and processed scrap, ensuring that 100% of steel waste generated during production is returned to local secondary smelting plants, thereby achieving full‑cycle utilization. Currently, several high‑quality recycled steel products are being used in domestic green‑building and zero‑carbon industrial‑facility projects, earning recognition from general contractors across multiple regions. Moving forward, XinKuan Technology plans to apply for provincial-level green‑factory certification, expand its capacity for producing recycled metal components, and, leveraging Changge’s strengths in the circular economy, develop a regional supply hub for low‑carbon building‑related metal products in the Central Plains.
